When someone has a medical emergency: Someone needs to initiate care of that patient but also call 911 and get the response of EMS personnel and Police started.  The basic response to any medical emergency is an ambulance with at least two EMT's and a police officer.  The reason the police officer is dispatched to medical emergencies is to ensure scene safety and to also initiate primary care of the patient at a first responder level.  Once the EMT's arrive they can assess the patient and make the determination in the medical emergency warrants the need of paramedics. Once that determination is made the patient is loaded into the ambulance and transported to the nearest hospital.
